The government of the United States had complete freedom of action with regard to these individuals from 2001-2007.
If they survived that, they will certainly survive Obama.

That's not the point. Under the Bush administration these individuals were kept locked up. Obama, on the other hand, has promised to close Guantanamo and give these terrorists their day in court. There's a decent chance these individuals will end up free. Bush takes some criticism but he did keep the USA safe from terrorist attacks after 9/11 and through his last day in office.
