Agent details arms cache found in home of doctor

Along with 98 live grenades and 110 machine guns, federal agents found $50,000 in cash, 500,000 rounds of ammunition and a gun-concealing briefcase with a trigger built into the handle [A $5 registered AOW-emphisis mine] during a search last week of the Pope County home of Dr. Randeep Mann, a federal agent testified Monday.

David Oliver of the Bureau of Alcohol, Tobacco, Firearms and Explosives testified at a detention hearing for Mann that continues today. U.S. Magistrate Judge H. David Young will decide whether Mann should remain in custody.

Oliver also revealed that Mann is the subject of an ongoing investigation by the state Medical Board into whether he has bought controlled substances, including morphine, over the Internet and then sold them to patients, despite voluntarily surrendering his permit to prescribe such medications in 2006 to stop the board from revoking his medical license.

Oliver testified that in a letter to the board, Mann complained that the agreement has caused other states to deny him a license, and that it limits his income by keeping him from working in hospitals and participating in thirdparty insurance programs.

The agent said Mann implied in the letter that he was being targeted for sanctions because of his Indian nationality, writing, “Although it may sound a little ridiculous in 2008, my troubles started after Sept. 11, 2001.”

Mann, 50, has appeared before the board at least three times in the past five years, accused of prescribing large doses of narcotics such as methadone and Oxycontin to patients who had histories of drug abuse. He has twice seen his authority to prescribe scheduled medications revoked.

A wrongful-death lawsuit in which Mann is accused of being responsible for the deaths of patients who died of overdoses is scheduled for trial in Pope County on March 23.

The federal bureau has said that Mann’s arrest last week at his home in London, in southwestern Pope County, isn’t related to an ongoing investigation into a Feb. 4 car bombing that seriously wounded Dr. Trent Pierce, the board chairman. Pierce lost an eye and suffered burns on his face and body; he remains hospitalized in Memphis.

Mann’s arrest on a federal complaint charging him with possessing unregistered firearms stemmed from a search warrant executed last week at his home, located about half a mile from a nuclear power plant [Arkansas Nuclear One in Russellville, AR].

The state warrant was issued a day after water meter readers for the city of London went into a wooded area near the home to urinate and tripped over a partially buried military container wrapped in duct tape and plastic.

Inside the container, Oliver said, were 98 live grenades and one practice grenade, all designed to be fired from a gun and considered “instruments of war with no social purpose.”

Five similar canisters and 45 practice grenades were found inside a garage at Mann’s home, while two grenade launchers were found in a safe in the basement.

Oliver acknowledged that as a licensed federal firearms dealer, Mann legally possessed most of the machine guns found throughout the house. But of 17 guns whose registration couldn’t quickly be verified,[in other words, ATF's paperwork is F**ked up, as usual], Oliver said agents have so far determined that three were not registered at all and a fourth was registered to someone in Connecticut.

Also found at the house were several loaded pistols, and boxes of new rifles and gun parts, Oliver said

He testified that Mann’s father, Col. Kuldip Singh Mann, was once in the Indian military and is an international arms dealer. Oliver said that federal databases show numerous border crossings by Randeep Mann and various family members using his address in the past few years. The databases show 121 border crossings, or 60 trips, for Randeep Mann in the last two years, and 325 crossings for his father. Oliver said he didn’t know which countries were visited by the men.

Inside Mann’s home, Oliver said agents found three boxes containing 750 tablets each of a generic form of Xanax. Xanax is one of the medicines that are the subject of the Medical Board’s investigation of Mann, Oliver said. He said the generic Xanax, as well as anabolic steroids also found in the house, were both manufactured in India.
[He is a doctor! Hell, my family has doctors that probably has sales samples, and aren't most medicines made outside of US anyways?]

Oliver also testified that according to the Arkansas State Police, someone reported seeing C-4, a controlled military explosive, at Mann’s house, although Oliver said none was found during the search. Defense attorney Blake Hendrix questioned whether the tip came from a credible source.

During Mann’s arraignment last week in Young’s Little Rock courtroom, another agent saw Mann turn toward the gallery and give his wife a “menacing stare” while making a throat- slashing motion, which the agent took as a warning that she shouldn’t talk, Oliver testified.

Asked whether additional charges are anticipated against Mann, the agent replied, “Absolutely.”

Young also heard testimony on Monday from Bobbi Spradlin, an IRS investigator, who said the agency is investigating a report that Mann has moved some of his money and assets into overseas accounts to protect them from the pending lawsuit.

The state police confiscated Randeep Mann’s concealed-handgun permit, spokesman Bill Sadler told The Associated Press. Sadler said that the license will be suspended until Mann is convicted or acquitted of the charges against him.

There's the rub. I don't know. There doesn't seem to be any political willpower to do anything at all about them.

If I remember correctly, they started out as a part of the Treasury after the whole Prohibition thing ended. How they got from there to here is a long story. One I don't have all the pieces to.

In violation of the SCOTUS decision striking down using taxes as "prohibition" (Bailey V Drexel Furniture), they have continued to expand their power over ever more areas. Alcohol, tobacco, firearms, and now explosives since the Murrah attack. They act either wholly outside the law, or in the gray areas the IRS works in.

That’s how we’ve allowed this stuff to take place! I don’t care if the good Dr. is a creep or not..The ATF is the enemy to EVERY American..Period

A few years back these same thugs killed a child while in her mother’s arms during a raid..They claimed the family was “evil racist” soo that gave them the right to set the guy up for “attempting” to purchase a shotgun 1/2 inch to short..The issue is when are WE the outcast and then these thugs have that green light to ruin our lives??

If you have such items, it is best to dispose of them now. The ATF has alot of new funding, and an eye for trouble.

Just the sort of thing the Second Amendment protects. But of course the BATFE has their own restrictive interpretation of that amendment.

While no 40mm grenade is going do much to the containment building of a US nuclear reactor, they can be used to prepare food .. for the hogs.

This got my blood boiling.

Prosecutors paint a Russellville doctor as someone intentionally concealing "weapons of war." That's enough for a judge to order Randeep Mann held in federal custody until his trial date.

That seems to assume facts not yet proved, yet the man will be in jail through his trial. The Grand Jury won't even meet to determine if their is sufficient evidence for an indictment until April. Who knows how long after that the trial might be.

And this was even worse, since it's an outright lie.

The government says 98 live grenades found near his home, grenades no public citizen is allowed to possess, shows just how dangerous Mann is.

First the outright lie, they can be possessed if you pay the proper danegeld. Second, they are again assuming facts not in evidence. Unless they've got more that they are saying, how do they know who put the grenades in that field?

I hated to go there, but here is the story from the local ABC affiliate. It says:

An Arkansas doctor found with a large cache of machine guns and grenades was ordered Tuesday to remain in custody pending his federal trial.

So something that is 900 feet from your house, and well off your property is now "with" you? They mention that "no trial date has been set" without mentioning that the case hasn't even gone before a grand jury yet. IOW, he's not even been indicted. They also indicate that the grenades are "rifle grenades", not the sort for which has registered launchers.

Meanwhile, on the same site:

One of three brothers accused of killing Kamya Weathersby has been released.

Supposedly one witness has been deemed "unreliable". This despite the fact that one of his "brothers" (with a different last name) has already been convicted in the case, and another brother, same last name this time, was also convicted, this one of Capital Murder. Both brothers are serving Life in prison. The released one is 21, the different name one 19 and the

Oh, yea the victim of that crime.

Where are the victims of the Doctor's "gun crimes"? You'll notice that he's only accused of possession. Not of using them, not of selling the "illegal weapons" to other people who used them. Just of "keeping" them.

The Bill of Rights was to place chains on this beast of a Federal Government..

Not to split hairs, but too often 'grabbers' use this argument (and will cite court cases to boot) allowing states or localities to crap on gun rights, which is caca.

See, when forming a new central government, somebody had to stand-up for rights that were deemed applicable to all- not necessarily to build a wall between themselves and this new governing 'entity'- but to state unequivicably certain 'rights' inviolate by 'ANY' damn government, including this new fangled one.

To suggest that the states merely erected a wall via the Bill of Rights to thwart federal infringements does a disservice to frontiersmen, their families, and their flintlocks. Bears, Indians, and rogue governments represented a threat then, as they do now, but I'd much rather face a bear or lose money in an Indian casino than face-off with the Friends of Janet Reno.

To put it mildly, every American should be able to carry open or concealed anywhere in these United States.(I'll make exceptions for private property where the choice is 'yours', me, I'll fly Flight 357 or 1911 anytime.) That's what the 2nd ammendment basically says. Each and every law infringing on this 'right' is unconstitutional. And there are a bunch of them.

Therefore, our governments (federal, state, and local) are acting in rebellion with the intent of our 'supreme law' and act against what it means to be American. They are foreign to the concept of individual liberty. They are foreigners who plant our flag behind them while giving speeches, they are foreigners when they enter our halls of congress and vote against our BOR. They are foreigners who pull you over for using a cell phone in your car and ask if they can search your car for a loaded weapon.

In essence, this isn't America any more because our 'leaders' and the clowns who we elect to represent us haven't a clue as to what it means to be a Real American and wouldn't recognize the Bill of Rights if were required reading before filing a fraudulent tax return.

Me, personally, I find it very hard to take having foreigners posing in front of my flag to deliver what are essentially un-American ideals. I can't stand to listen to them on political shows either.

I used to fly my flag regularly but no longer do. I don't know exactly when I gave up: when our borders were not going to be seriously enforced (with a wall) and our sovereignty respected or when California decided all ammo would have to be micro-stamped at some point before it could be sold in this state.

There have been too many transgressions against my country by my so-called 'countrymen' and it's symbol, for me to want to display it with any pride. I can't do it as it would be disrespectful, plain and simple. The flag is too beautiful to fly in this era of disrespect for which she stands. I won't do it.

I don’t disagree & understand that we “should” be able to carry any dang place we want!
However the last Supreme Court case was a FEDERAL issue not a State one...My point being that the interstate commerce clause & the supremacy clause have caused great harm to our Republic..If the States’ are true to our Founders intent and our Federal Government threw case law or whatever is trying to force violations of our freedoms upon the said States’ do we say Federal Law rains supreme? I’d say it’s a case by case issue..My State is very friendly to Gun owners with a SOLID State Constitution regarding the Right to keep and CARRY Arms..Do I support this Federal Government trying to Force us to comply with more Federal Violations? No

In regards to California or New York {Blue States}Well this is what we end up with when 50% don’t work or pay taxes and choose Clinton as a Senator!Those Gun owners trapped in Liberal hell are free to move to any Red State..As this Country turns further away from what made it soo great we must force States’ friendly to our Founders idea of Freedom to keep the Fed’s out 10th & 9th Amendment. What a shame that soo much Beach front property is owned by Marxist {California}.

Only in the case of ammendments, and by the way, there's nothing federal about the Bill of Rights.

Every American enjoys these 'rights' while upon American soil. This was merely a reminder to the Feds of things not to violate. Or get their asses kicked, 'cause we could always go back to being States without their input. They remain as they were then, a luxury, not a necessity.

My State is very friendly to Gun owners with a SOLID State Constitution regarding the Right to keep and CARRY Arms.

I doubt your state or any other is congruent with the wishes of our founders regarding 'arms' and their 'keeping' and or 'bearing'. No offense.

Why don’t you move out of that commie infested State? Many Red States are bring back the 10th Amendment after years of being stepped on..California may do this in regards to PROTECTING Gay Rights or More Gun bans!! Do yourself a favor and get out while U-HAUL still has trucks for rent..

I’ve thought about the issue of Federal rule over States’ Rights..Never should ANY Law not Delegated to the Fed’s from the States have standing!

My State is an F by them Brady Bunch freaks..Good enough for me
