With one exception, all of the stop signs around there are buried back in subdivisions (the exception is coming out of a subdivision). Where, exactly, were these stop signs he was running?

OK, I looked at the video. The stop signs were in a private parking lot, not on a public street, and were NOT even in the city of the police officer that made the stop. (The city limit runs between the two red lights that the cop ran.)
