He declined to run in 1996 after investigating the possibility he has intimated there were things he was not prepared to do and possibly give up to be President.
IMHO some of the inane things that a candidate is expected to do on the campaign trail and even as President Dick Cheney thought were either a distraction to the job in hand and a waste of time whereas being VP he had virtually the same access as the President but only occasionally had to do the PR stuff.
I think his health was a second consideration and may have influenced his family advising him not to run but not him because as he has often said to be VP you must be prepared and able at any point to assume the mantle of President.

Cheneys comments have been slammed by the White House, with spokesman Robert Gibbs saying Cheney should stop regurgitating "ideas and a series of thoughts" that "the last election rejected." I don't believe that the majority of That One's voters even considered Foreign Policy when voting for him. It was the economy, stupid, and the fact that they considered him the 'cool black guy'.
