Democratic Leader Laughs at Idea That House Members Would Actually Read Health-Care Bill Before Voting On It Wednesday, July 08, 2009 By Monica Gabriel and Marie Magleby

Washington (CNSNews.com) - House Majority Leader Steny Hoyer (D-Md.) said Tuesday that the health-care reform bill now pending in Congress would garner very few votes if lawmakers actually had to read the entire bill before voting on it.

“If every member pledged to not vote for it if they hadn’t read it in its entirety, I think we would have very few votes,” Hoyer told CNSNews.com at his regular weekly news conference.

Hoyer was responding to a question from CNSNews.com on whether he supported a pledge that asks members of the Congress to read the entire bill before voting on it and also make the full text of the bill available to the public for 72 hours before a vote.

In fact, Hoyer found the idea of the pledge humorous, laughing as he responed to the question. “I’m laughing because a) I don’t know how long this bill is going to be, but it’s going to be a very long bill,” he said.

“Members clearly--and staff and review boards, they read them in their entirety. They go over it with members, and members read substantial portions of the bill themselves, but the issue is--I don’t know who signed this (pledge), but frankly the opposition has been very vociferous, not of the verbiage and bill, but on the concept that it incorporates,” Hoyer said.

This is all really just too much to take. It is though we are all sitting back watching the future of our kids in America disentigrate and doing nothing.

Peaceful protest? They just ignore it. Reminds me of Iran. Except they had nothing to fight back with. And of course, Obama cut funding to the opposition over there a short while back.

So they have the legislation read to them. Maybe we should start requiring literacy as a prerequisite to holding public office. Every elected official should be fluent in at least one language.

The idea that any congressman would vote for a bill that they did not read undermines the entire idea of a REPRESENTATIVE GOVERNMENT. These people are elected to represent the people and to make decisions on their behalf. They are being paid to read these bills. They have a fiduciary duty to read every word and to understand every word before they pass it into law.

Congress is a joke. We are no longer a Republic. We are officially an Oligarchy.

No, the Speaker of the House can be a member of either party or no party.

In fact, the speaker of the house does not necessarily even have to be a member of congress.

Obviously, but has it ever not been a member of the majority party (in recent times, at least)? If the speaker is a member of the majority party—as is she is in this case—is not said person the real majority leader? Dubbing the second in command “majority leader” is much like calling the vice president “emperor of America” when, obviously, the president is his senior.

It’s stupid nomenclature.

No, I guess not. All the Constitution says is the House must choose its speaker. The implication is apparent, though. Why would they choose Joe Lunchbox if they could choose one of their own?

Also, no speaker has ever not been a member of Congress. It’s an interesting but ultimately moot point to speculate that this tradition could change.

I can think of a million reasons. Frankly if the Republicans regain control of the house, they should nominate someone like Newt Gingrich; someone who does not have to answer to any specific constituency other than the House republicans.

Frankly I'd like to see that job given to Sarah Palin.

It boggles my mind that they would vote on anything without reading it. That is nothing short of criminal. Our government is NOT representing us. Time to clean house in DC before it’s too late. Republicans are just as much to blame. Shame on them. I think they should all have to read every page of everything they vote on....and initial each page.
