You’re not allowed to keep expired passports. I know as I am going through this right now.
If you have an expired passport you are supposed to turn it in at the time you renew. If it was lost, misplaced or you don’t know where iut is [as in my case] you have to fuill our an affidavit saying such ... that you do not have one to turn in.
When one of mine got filled up, I got a new one and the old one back.
After they cancel your old passport it will be returned to you.
You have no idea what you are talking about. An expired Passport is even considered VALID identification for many purposes including getting new Passport. When you submit an expired Passport with an application, then send it back to you with the new one. (unless things have changed - my current Passport expires in 2010)

Just received our old one back after getting a renewed passport.
The old returned passport has holes punched in it, but it is returned. We have all our old passports.
They contain quite a few interesting old visas and entry/departure stamps that I want to keep to recall some younger, wilder days, not to mention some photos of me to show my kids that, yes, daddy was once young and skinny.
If the policy of returning them has changed I am not aware. My current PP was issued in 2005 and expires in 2015.

I have three expired passports.
One from the UK and two US passports.
They returned them to me with some holes punched in the main photo page.
My late wife’s passport, I called them and they said I could keep it even though it doesn’t expire until 2014.
