He may have been historical but there was nothing great about him.
He rode on the shirt tails of JFK for years. I think he was a danger to society and his family when he didn’t get his way.

He "reformed" immigration -- and changed the face of America. He "reformed" health care -- and brought forth the HMO. He "reformed" public education -- and drove it even further into the toilet.
His is a biography of failed policies. Alas, the old voluptuary could never "reform" himself...
