The bill in California, SB400, Has Passed - The right to Vape (inhale from a non-combustible e-cig) is slipping away. California has passed a bill (although not yet signed into law) that will ban the sale of Electronic Cigarette in California.
What began as a bill to "prohibit the sale of electronic cigarettes to minors", morphed into a bill that prohibits the sale of electronic cigarettes to anyone until or unless the FDA approves them. And the legislature passed SB400 while we were focused on the 9/11 commemorations.

California lawmakers are so addicted to the tax dollars generated by cigarette taxes that they are willing to throw untaxed e-cig users under a bus -- even though e-cigs have virtually the same ingredients as all the nicotine replacement products now freely sold over the counter. The difference is that this delivery system really works in getting people to quit smoking cigarettes, and it doesn't have the ingredients that kill you -- but Big Pharma doesn't own the rights.
This bill also defers a State issue to the power of the Federal Government.

I can sort of believe it. I used a pipe to tapper off my smoking habit over a two year period of time. By the time I made my final assault using Chantix, I was only barely smoking.
I quit overnight, and I never even expected to.

After over thirty years of smoking I have not had a real cig since May. I learned about vaping from a post on FR and after they raised taxes I decided I would not pay them. I ordered more then enough equipment and liquid to last for 8-9 months. It works and I am tapering off the nicotine level in the juice to almost zero.
California can’t lose any more cigarette tax money, heck, they just raised the state tax - they are looking to keep the smoker base stable (and probably would LOVE a bump in revenue - more smokers)
Vapers are sin-tax cheats./huge sarc but true to the gov’t...
If they help one to stop smoking and it appears that they do then no, for many struggling smokers, there is no more pressing issue.
