TEHRAN, Oct. 4 (Xinhua) -- Director General of the International Atomic Energy Agency (IAEA) Mohamed ElBaradei said Sunday that "Israel is number one threat to Middle East" with its nuclear arms, the official IRNA news agency reported.
At a joint press conference with Iran's Atomic Energy Organization chief Ali Akbar Salehi in Tehran, ElBaradei brought Israel under spotlight and said that the Tel Aviv regime has refused to allow inspections into its nuclear installations for 30years, the report said.
"Israel is the number one threat to the Middle East given the nuclear arms it possesses," ElBaradei was quoted as saying.
Israel is widely assumed to have nuclear capabilities, although it refuses to confirm or deny the allegation.
"This (possession of nuclear arms) was the cause for some proper measures to gain access to its (Israel's) power plants ... and the U.S. president has done some positive measures for the inspections to happen," said ElBaradei.
ElBaradei arrived in Iran Saturday for talks with Iranian officials over Tehran's nuclear program.
Leaders of the United States, France and Britain have condemned Iran's alleged deception to the international community involving covert activities in its new underground nuclear site.
Last month, Iran confirmed that it is building a new nuclear fuel enrichment plant near its northwestern city of Qom. In reaction, the IAEA asked Tehran to provide detailed information and access to the new nuclear facility as soon as possible.
On Sunday, ElBaradei said the UN nuclear watchdog would inspect Iran's new uranium plant near Qom on Oct. 25.

I have to say, the only source I found for this statement from El Baradei on Israel, is the Iranian regime, which was then copied by this Chinese news outlet.
Therefore, I have my doubts that it was said. (though I dislike El Baradei immensely)

Remember a few years ago when Bush did a skit with a Bush impersonator at the WH Correspondent’s dinner? They dubbed the IAEA, the Ee i ee i o...and I’ve been calling it that ever since because it has about as much credibility as a a children’s rhyme.
IAEA has never stopped any country from obtaining nuclear weapons. Thats not even its job. Its job is to document the process. Thats it.
If anyone is going to stop some country from getting nukes, they would have to step up and do it themselves, using their own diplomats and their own armed forces. That isn’t IAEA’s job. Their job is merely to fill out the reports. Thats it.
The easy short hand is to assume that, in a given situation, IAEA’s handling it. But they aren’t. They never do. North Korea built its nukes with IAEA inspectors in the country for ten years... inspecting the plant where they “weren’t” working, while two miles down the road they were busy doing what crazy totalitarians do. They didn’t stop the Paks, they didn’t stop India, they didn’t stop Iran. They didn’t stop Libya. They evidently didn’t even know about Libya. Joe Wilson made the claim that Niger couldn’t contraband yellow-cake uranium because of IAEA inspections... but in fact IAEA doesn’t inspect yellow-cake mines. Those transactions are “self-reported”, voluntarily reported by the parties involved if they so choose.
If a country decides to kick out the inspectors or sends them on wild goose chases around the country, like Saddam or like Iran, they can’t do anything about it. It takes someone like the US and its fleet of aircraft carriers to do something about it, if its going to happen at all.
So far Israel hasn’t threatened anyone with its nukes. Iran has. So obviously Israel is the easier target if you’re a bureaucrat with forms to fill out.
