Feds: Sudbury man planned terror attacks on malls

BOSTON - A pharmacy college graduate conspired with two other men on a terror plot to kill two prominent U.S. politicians and carry out a holy war by attacking shoppers in U.S. malls and American troops in Iraq, prosecutors said Wednesday.

But their plans — in which the men used code words like "peanut butter and jelly" for fighting in Somalia and "culinary school" for terrorist camps — were thwarted in part when they could not find training and were unable to buy automatic weapons, authorities said.

Tarek Mehanna worked with the men from 2001 to May 2008 on the conspiracy to "kill, kidnap, maim or injure" soldiers and two politicians who were members of the executive branch but are no longer in office, authorities said, refusing to identify the politicians. Mehanna was arrested Wednesday morning at his parents' home in Sudbury, an upscale suburb 20 miles west of Boston.

Prosecutors said the 27-year-old Mehanna — a graduate of the Massachusetts College of Pharmacy in Boston, where his father is a professor — conspired with two other men: Ahmad Abousamra, who authorities say is now in Syria, and an unnamed man, who is cooperating with authorities in the investigation.

Maldonado, 28, pleaded guilty in April to training with al-Qaida in East Africa. He is the first American charged with joining the terrorist organization in Somalia. The charge carried a maximum prison sentence of 10 years and a fine up to $250,000.

He admitted his association with terrorists in exchange for no further prosecution by the U.S. Attorney’s Office in Houston. Maldonado came to the attention of federal investigators in late 2005 while his family was living in a southwest Houston apartment.”

FEBRUARY 13, 2002 : (MEMPHIS : WMD INQUIRY BY SOMALI WITH A NIGERIAN VISA) Federal and local authorities are investigating a man who approached a University of Memphis professor last week seeking information about weapons of mass destruction. The professor, who wished to remain anonymous, said a man of Middle Eastern descent approached him while he was in his office Feb. 13 and asked for a “crash course in the physics that deals with mass destruction.”
In return, the man told the professor he would pay him money for the requested information. “He told me that money was no object, and that he had plenty of it,” said the professor. The professor said the bizarre nature of the man’s inquiry and inconsistencies the man gave about his background prompted him to notify Federal authorities while the man sat in his office.

INS verified that the information was valid and released the man.

BOSTON — People who know the friendly Muslim family that has lived in Sudbury for the past six or seven years, where the mother even provides day care out of the home, simply cannot believe it.

Tarek Mehanna, 27, the son of a well-liked Boston pharmacology professor, was arrested by federal officials at his parents’ sumptuous suburban home Wednesday, accused of lying about trips to the Middle East to seek terrorist training and plotting to attack Americans in a U.S. shopping mall.

At his federal court appearance on the charges, Mehanna briefly refused to stand for the judge and tossed a chair to the floor. His father said his son is upset by the accusations.

“My son is very nervous, because that is all fabrication in his eyes,” his father Ahmed Mehanna said.

“He is a very good guy. He’s very innocent,” Mehanna’s mother Saoud said.

This article is concerned not with Mehanna’s radicalization, however, but with what authorities have alleged in the present case.

Key players. There are five individuals who play significant roles in the affidavit in support of a criminal complaint filed by FBI Special Agent Heidi L. Williams (all page numbers in the following analysis refer to her affidavit). Tarek Mehanna is the accused in this case, a 27-year-old pharmacist from Massachusetts. Ahmed Abousamra is a 28-year-old who grew up in the Greater Boston area, whose father is described by the Boston Globe as “prominent doctor and Muslim community leader.” Daniel Maldonado is a friend of Mehanna and Abousamra who pled guilty two years ago to undergoing terrorist training in Somalia. CW2 is a cooperating witness who had known Mehanna for 15-20 years and was originally part of the conspiracy, but started cooperating with the government in 2006. Individual A is a white convert to Islam “who worked as a teacher in an Islamic School in California,” and “had received religious training in Yemen, and had also attended a terrorist training camp” (18).

Timeline of events. The criminal complaint is not written in chronological order. This section reconstructs the timeline of significant events alleged by the government. (It leaves out certain less consequential allegations, including some of those related to the false statements charges.) For Mehanna and Abousamra, it is a frustrating tale of traveling the world in search of jihad, but coming up empty-handed.”
