OPINION:

If it’s serious business or personal business; why would one consult the Obama administration?

A courtesy note saying, “Hey, I’m dropping by” is nice, but if one is not dropping by to visit Obama then it’s totally unnecessary.

Wrong. For a head of state to visit another country without informing that country's head of state is a HUGE breach of protocol, and in this case, it's an INTENTIONAL INSULT!
