I think this is to be done through the states. Each state housing inspection authority signs up to the fed standards, and the inspections/compliance are run from each state.

Beginning 1 year after enactment of the Act, you won't be able to sell your home unless you retrofit it to comply with the energy and water efficiency standards of this Act. Hope the White House is up to code... wouldn't want '0by' hanging around because of a lack of caulk or pipe wrap.

Actually, I perceive this as a major boon to the building trades.
When my father passes away I will inherit his (now) 40-year old house. It has been kept up well but it needs to be rewired and the entire basement floor removed and replaced.
I’ve already determined that the house isn’t worth doing all that work but instead should be deconstructed and parts of it saved for selling to builders looking for sound usable building materials. Then I’ll sell the lot which already has electricity, water, and sewer service to the site.
It seems that is the only way around this new law. Any opinions?

Just reading this makes me imagine some pants-sagging, attitude-dripping moron coming to my home to do the "inspection"! He would of course be either a union worker or an ACORN worker (or both). I would have to accept what he says and comply before selling my home. To comply, I would have to hire some more pants-dragging, attitude-dripping morons to do the work, again union workers. They would probably work for some new minority-owned business that sprung up overnight with federal grants and loans to satisfy the huge new demand for retrofitting.
My head hurts!

Isn't this an ex post facto "taking" of private property without due process or just compensation? The terms and conditions of the mortgage didn't include these restrictions at the time of acquisition. They aren't part of the title either. It seems the EPA has overstepped the bounds of the Constitutionally enumerated powers of the federal government.

Is their any doubt that we have been turned into a communists Nation? And did most of it in around 9 months and will finish in about 5 or 6 months from now. 2010 will not stop since will be too late.

My understanding is that this has been removed from the bill. The Nat’l Assoc. of Realtors pitched a fit and had it removed back in September. At least the Realtors read the bill.
