Lambertville police were aware of Mr. Altawarhs illegal status in January [2009] after he came to their attention during a motor vehicle stop. An officer observed him drifting over the lines in the center of a city road and pulled him over. When asked for his license, Mr. Altawarh produced someone elses New York license and tried to pass it off as his own. Police issued him a summons for hindering apprehension and being an unlicensed driver.
Lambertville police determined Mr. Altawarh was an illegal alien, but a directive from the New Jersey attorney general, issued in August 2007, prevented them from reporting him to ICE, police Director Bruce Cocuzza said. The directive ordered notification of ICE only when an illegal alien is arrested for an indictable offense or for driving drunk. They should charge the New Jersey politicians who inspired the directive with the rape, too.
