How can you have tax cuts for small businesses and at the same time have no tax cuts for people making $250,000 per year?

I am so tired of this lie. The surplus was a projected surplus. If the business cycle stopped and revenues held constant, we would have had a surplus.

But, the reality is and was, we still owed money.
