Yes, interesting how well the buildings held together,
most of the damage seemed to be caused by foundation
collapse. Even a total fall and that one barely broke
in two. Probably saved a lot of lives.
In the Los Angeles, California , it is legal to build an apartment building near the San Andreas Fault with a setback limit of 50 feet. The apartments are typically designed to withstand an earthquake of 7.8 on the Richter Scale and fail in predictable ways at that level. The reasoning is that an earthquake above 7.8 will bring down almost any structure and it is very difficult to design a reasonably priced structure that will withstand anything above 7.8 quakes.

Perhaps it was the case that the Japan quake—between it and Taiwan?
was deep enough &/or of a type that not much Tsunami was expected.
A lot of water has to be displaced for a Tsunami. Some deep quakes miles underground, do not displace much water at all.
I live in San Diego and we didn't have any waves that high---only 1 -2 feet high.

Considering it is over 700 now, it would not be a very prudent bet.
There was a 7.0, of which there are about 19 per year. Large, but nothing like what happened in Chile. There was no 8.0 near Japan, AFAIK.
Listened to the linked news broadcast again and you’re right - the lady announcer said “Santeeaygo” (spelling phonetically what I heard her say),,,,so that must have been Santiago.
I have no idea where that is.

The early news was about how Chile is more Westernized than Haiti, construction demands similar to US, etc. If these photos depict how an earthquake-prone US city would look after a big quake, they are going to downplay the damage.
And, to be cynical, the more pathetic the victims were, even before the disaster, the better our media likes it.
You’ve got to admire the Chilean government and the people. They were as prepared for this as possible, they built structures designed to survive the quake, and they are thanking countries for their offers, but they’ve got it handled thank you very much.
I hope they are in fact handling it as well as they indicate and that they would accept assistance if they needed it. I hope our nation would do the same.

Santiago is the capital of Chile and is just north, I believe, of the epicenter. It's above Concepcion.
