the House ethics committee has been informed of allegations that the New York Democrat, who is married with two children, made unwanted advances toward a junior male staffer. I'm surprised the Democrats would think there's a problem with that.

This is a little worse. First, it should be noted that Congressmen are not employees. The leadership has no power to do anything except through the ethics committee.
Hastert addressed the allegations when presented with them, and I don’t think there was ever a formal complaint.
Hoyer is dismissive here and seems to claim that he didn’t do anything about the allegations when they were made. That is a no-no.

I originally thought it might have been an oversensitive staffer, too, but from the top of the story, Massa is said to have “made unwanted advances toward a junior male staffer.”
Oh, and Massa was on Wesley Clark’s staff.
