Article 1 Section 7

All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States; If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

Every Order, Resolution, or Vote to which the Concurrence of the Senate and House of Representatives may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be SNIP

Since the Dem "leader"ship wants to deem that the Senate version of the "health" care bill (w/o actually voting on the actual bill) was "passed" by the House, why not copy and paste Article 1 Section 7, and send it to them by email so they will know WE KNOW they are violating the Constitution.

For those that don't know, they want to use the Slaughter Solution, and vote for a RULE, rather than the bill which is unconstitutional.

My reps are democrats...and they are some of the ones at the forefront of violating the constitution...but I cheer your efforts.

Send along this text from Article 2 Section 1:

"No person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty-five Years, and been fourteen Years a Resident within the United States."

Without the Constitution there are no laws (as the Constitution is the foundation for all law in the nation). No laws, anything goes. The politicos need to realize that cuts both ways. I don’t think they want to go there, as they would be sowing the seeds of their own destruction.

The Dem reps are the ones we especially need to send it to. You see, they think they can trick us by voting for a RULE, rather than an actual bill, and we need to show them that we KNOW what is going on.

Also, I suggest writing a short letter to the editor so their CONSTITUENTS also know that the Dems are violating the Constitution.

It’s all becoming clear to me, and it fits hand in glove with the left’s love of Hugo Chavez.

This is exactly how he went from elected president to dictator of Venezuela.

If they get away with this, nothing is out of bounds. Nothing.

Section 4. The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

So, we're NOT a democracy and the borders should be sealed and enforced.

I keep hearing that Nancy et al can do anything they want but that’s not true. I don’t believe they can pass a rule negating the Constitution. Do we have any Republicans on this, experts who would know how to stop it?

This Healthcare Obamination is a bill which originated in the Senate. I have not read it, but it is reported to have taxation (i.e. revenue) provisions in it. So if the House of Representatives votes to pass it, is it unconstitutional as a violation of Article 1 Section 7?
Are there any Constitutional scholars out there?

Mark Levin (who wrote Men in Black), Rep. Michele Bachmann, et al say it’s against Article 1, Section 7, and here’s an article from Jay Sekulow’s group (aclj.org):

“House Scheme: Approving Health Care Without a Vote?

It seems that with each day comes a new legislative scheme in an effort to ram a dangerous, pro-abortion health care plan through Congress. Now, House Speaker Pelosi appears to be turning to what can only be described as an unconstitutional scheme to get health care through.

It’s become increasingly clear that the Speaker cannot find enough votes to pass the Senate health care bill, and now with the pressure intensifying to meet President Obama’s self-imposed deadline of next week, Speaker Pelosi appears to be turning to a new legislative gimmick. This one is dubbed the “Slaughter Solution” - a tactic put forward by House Rules Chairman Louise Slaughter (D-NY).

While the details of this proposal are complex and can be confusing, the bottom line is really very simple:

Speaker Pelosi is trying to get the pro-abortion Senate bill signed into law without having the House of Representatives ever vote on the actual bill.

This would be accomplished by having the House vote to pass a Rule that would “deem” the Senate bill “as passed.” The Speaker’s hope is that this would allow the bill to become law without House members having to actually cast a vote for it. That’s right - approving a massive health care bill representing one-fifth of our economy - without actually voting on the measure.

Of course, in order to comply with the Constitution, she will have to simultaneously argue that a vote on the Rule is indeed a vote on the bill, because Article I, Section 7 of the Constitution requires that all bills be voted on by both the House and the Senate.

So, the question facing Speaker Pelosi - which is it? Would a vote on the “Slaughter Solution” be a vote on the Senate bill? Or would it not be? The Constitution does not allow her to have it both ways.

This kind of legislative maneuvering is exactly why you need to register your opposition to this flawed health care plan - a plan that should not be approved.”’

Boehner has been putting up a good fight. Check his website.

Mark Levin, a constitutional expert, said he will contact DeMint, Sessions (and probably others). They will get their heads together and fight like crazy, but We the People need to do our part and pressure our reps. The Republicans can’t do it without OUR help.

Your comment is spot on. The vast majority of elected officials, including our Constitutional scholar “president”, believe in or use the Constitution only to justify their own beliefs/needs. WJclinton claimed he defended the Constitution during his impeachment, abortion is claimed to be part of the Constitution, etc, etc. Bull crapola.

Claims the Constitution, and the Bible, are “evergreen” is nothing but liberal bull crapola.

I think they can do whatever they want no matter how much it violates the Constitution because they figured out the game: It's only unconstitutional when the Supreme Court says it is. Until then, whatever they can manage to get by their parliamentarians and pass goes into law when the President signs it and stays in effect until the Supreme Court says it shouldn't.

You seem to be assuming that the Constitution still has some relevance. But then maybe you should ask yourself why no one seems to think you (or any other citizen) have "standing" to demand that Obama present reasonable proof that he is a nautral-born citizen in order to hold the office he now occupies.
