Just like in China and Russia - Party / Government Cadres go to school for free, get their ideological training, and join the service of the state agains the people afterwards.

My Fish Club went to plant trees by a river with the Forest Service.
Our club and another club were all (40) there at 8:00 A.M. sharp.
The eco-wackos (4) showed up at 8:45 well into the introduction / training.
The Juvenile Delinquent work crew (8) showed up at 9:15 as we were headed to the river.
We planted a few thousand trees.
The Americorps chicks (2) showed up at 12:30, after all the trees were planted and the free lunch provided by the fishermen’s wives was being served.
Way to go, Americorp!
