Most financial planners will tell you that if you receive a refund from the IRS, you are doing something wrong investment wise. Essentially giving the government free use of your money for an entire year. Most will advise that you fiddle with your deductions so you owe money at the end of the year, but not enough to incur a penalty. I haven't had a refund since the mid 1990’s...

Even the IRS don't have anything related to health care in their precious mission statement. And since when is health care a function of or tangentially related to the Department of the Treasury? It would be as ludicrous as the IRS enforcing Selective Service registration/eligibility.
The IRS are also fond of using euphemisms and overly abstract language in discussing themselves and their targets. Tools....notifying....record...offset mechanism...provision. No doubt there will be tools of the human and Black & Decker variety and the OTHER humans can expect the usual sympathetic ear with an added bonus: self-righteous preachiness from Team Obama.
