I think funding would still be a big concern. Also, if someone with deep enough pockets were to fund it, then they would essentially have their own state sanctioned private army, and that would probably bother a lot of people.

That's the whole point of an unorganized militia. The members arrive with their own firearms and ammo. There isn't an issue of having enough money to form one. People concerning themselves about the money to form a militia are also concerning themselves with how to exert control over the "unorganized" members.
