In the chaotic days after Hurricane Katrina, an order circulated among New Orleans police authorizing officers to shoot looters, according to present and former members of the New Orleans Police Department.
It's not clear how broadly the order was communicated. Some officers who heard it say they refused to carry it out. Others say they understood it as a fundamental change in the standards on deadly force, which allow police to fire only to protect themselves or others from what appears to be an imminent physical threat.
The accounts of orders to "shoot looters," "take back the city" or "do what you have to do" are fragmentary. It remains unclear who originated them or whether they were heard by any of the officers involved in shooting 11 civilians in the days after Katrina. Thus far, no officers implicated in shootings have used the order as an explanation for their actions. Only one of the people shot by police -- Henry Glover -- was allegedly stealing goods at the time he was shot.

I’ve seen coverage of where a guy for a network walks in walmart and finds two cops looting themselves.
The cops then threaten to arrest the reporter for being there.
You probably forgot to post the picture of the looter-dude with the basket full of Heineken beer.
5 years after Katrina, any discussion is just the left trying to breathe life into the afterbirth of the biggest disaster they didn’t get blamed for.

Honestly ... myself... I wouldn't shoot a looter getting food or some other necessity... but I would put a hole in the forehead of anyone trying to grab a TV or something similar.
To answer your first question, I don't know about Andrew. I was living in VA when that Hurricane hit.
But, I believe the comment about Frederick - it was 1979. Our National Guard was a mess back then - four years of Jimmy Carter will do that. It took Reagan 8 years and tens of billions (and also increases in standards and random drug testing) to fix the DoD that had been devastated by Vietnam, and then Carter.

In the wake of the San Francisco earthquake of 1906, the US Army shot down hundreds of looters. In time of supreme disaster such as the quake or Katrina, nobody expects less of the authorities and no community would demand less.
I’m pretty sure they didn’t shoot enough looters.
