It might have some use as a harassment weapon against our troops in Afghanistan. Look at it this way the think is small and relatively cheap and easy to build. You don't care if you lose it. So you send them at our bases and force us to expend multi million dollar Patriot SAMs to shoot them down. Or tie down squadrons of fighters, that very much need to be someplace else, to go up and shoot them down air to air.
The V-1 wasn't much of a missile. Only a small percentage reached their targets. But because of the V-1 threat the Brits couldn't deploy their jets into combat against the German ME-262 since all of the Meteors were tied down in England shooting down V-1s.
A weapon does not have to hit its target to be effective. In merely has to force the enemy to change their behavior or expend an inordinate amount of resources to counter it.

If it does work that does not mean that Isreal is the target, the target could be bahgdad, or US Bases in Iraq or Afghanistan, as well as Irans other neighbors.

These weapons are all about the Iranian potential for closing the straits of Hormuz and the Persian Gulf in case there would ever be a threat of an oil sales embargo on Iran.
Iran wants a shore to ship missile threat to challenge the dominance of our Navy.
Of far greater note is Irans recently tested Qiam missile. In it they tested a new guidance system eventually intended for their Sejil missile system.
The Qiam is a modified Scud...with no fins for guidance. That means it can be housed in a silo or container or sub.......

It is simply one way of extending their air force. Crude yes, but produced in numbers it can be used to saturate a target. They have already exhibited it carrying their Kowsar anti-ship missiles.

Their only aim if attacked is to lash out. They have enough anti-ship missiles to cause a real head-ache for any naval force deployed. That is why they have geared their forces for this type of saturation attack in an attempt to close the straits of Hormuz and inflict damage to a US/Coalition target.
