Rackspace has no obligation to not impede a subscriber's freedom of speech.
They claim they shut the website down due to a contractual violation. But even if they decided to shut it down for no good reason at all, the subscriber likely has no recourse.
The contract usually says: we'll refund your subscription fee for the time you didn't use. You won't get anything else. Even if we shut down your e-commerce site due to factors beyond or within our control, we aren't responsible for anything but the subscription fee.

Free market. Dove dude can find a ISP that will host his stuff. Not a issue of free speech.
No, it's not a free speech matter.
It is, however, a tort. Dove was relying on and paying Rackspace to put his site on the internet. They deliberately took it down without warning at a particularly inopportune time. Dove should sue them, both for money and to call attention to the fact that they are not proper Americans.
