Obama reshapes administration for a fresh strategy

As President Obama remakes his senior staff, he is also shaping a new approach for the second half of his term: to advance his agenda through executive actions he can take on his own, rather than pushing plans through an increasingly hostile Congress..."It's fair to say that the next phase is going to be less about legislative action than it is about managing the change that we've brought," White House senior advisor David Axelrod said...

So the best arena for Obama to execute his plans may be his own branch of government. That means more executive orders, more use of the bully pulpit, and more deployment of his ample regulatory powers and the wide-ranging rulemaking authority of his Cabinet members...

With healthcare and financial regulatory packages passed, the Obama administration is now focused on putting the measures in place, which could change the way Americans get medical treatment, take out mortgages and deal with banks and credit card companies.

One area of likely administration action is climate change. Legislation curbing emissions that cause global warming is stalled in Congress. Such efforts have a goal of reducing greenhouse gas emissions to 17% below 2005 levels over the next decade.

The Obama administration does not think it can achieve the same reductions through regulation alone. Nonetheless, the Environmental Protection Agency is determined to use its regulatory power under the Clean Air Act to begin lowering emissions, in the absence of congressional action....

A major effort is also underway to set up the regulatory apparatus aimed at preventing another collapse of the financial system. Regulators are drafting hundreds of new rules required by the recently enacted financial overhaul, such as subjecting bank holding companies and other institutions to stricter regulation....

The republicans need to stop this moron in his tracks by launching investigations into every nook & cranny of the executive branch starting February 1, 2011.

Much as I would love to see that happen, I think that it it did, it would ultimately hurt the Republicans very badly. They would lose the PR war, and come to be seen as over-reaching and trying to criminalize political opposition. For that reason, I think they won't do it except sparingly, if at all.

I think one of the issues in play here is that 30 million people do NOT have healthcare. What they have is an IOU from a bankrupt gambler. What a GOP-led Congress needs to do is make sure that debt isn’t ever paid in the way BO wants it to be paid. Congress has the power of the purse. It can fund or not fund any and all of the healthcare program.

I expect a conservative majority to determine once and for all if this guy is eligible to serve or not.

Ah, but will they be willing to pay the political price? The DemonRats were willing to jump off the cliff to get Halth Care passed. Many of them will have their political careers blown up over it on November 2. Are the Republicans willing to do the same thing?

Already I am hearing a lot of back-pedalling. “Mayber we can’t do it now” “Maybe we shoud wait until we have a Republican President?” “Maybe we should wait till hell freezes over.”

I am sick and tired of career politicians failing to do the right thing and make the tough choices. Give the DemonRats credit—THEY HAD GUTS AND ACTED ON THEIR PRINCIPLES. Now, what does Mitch McConnell do? Hmmmmm???

Well, since he has his czars undercutting every cabinet position, why not hire another 535 czars, and have a whole new legislature that reports to Zero, along with his new interior department military force?

Then control by EO!

Defund and Disobey! His regulatory powers are null if the agencies don’t receive funds from Congress.

We'll have to see what happens. But if my experience is any guide, regulatory agencies dont like to promulgate regulations that Congress finds objectionable. Their first concern is not their mission. It's their budget, and they are loathe to bite the hand that feeds.

And yet another way to say this is:

“bypass the legislative branch and attempt to govern exclusively by executive fiat, implementing his agenda by deliberately failing to enforce federal laws he finds inconvenient and attempting to substitute executive orders for matters mandated to Congress by the U.S. Constitution.”
