The Tea Party Is Wrong About Earmarks

The following article, written by Bob Livingston, Chairman of the House Appropriations Committee from 1995 to 1999, appeared in the WSJ on October 22, 2010:

The article is very good, but the following paragraph made the hair on the back of my neck stand up:

"Kill off Fannie Mae and Freddie Mac and other agencies that have done so much to destroy our economy. Zero out the budgets of all the unneeded 'czars.' Take away their offices, their hired help and even their parking places."

I've always known that "the House controls the purse strings..." but never fully understood or appreciated it.

As I understand it, it means that whatever budget is proposed, the House has the power to fund or not fund any, part, all or none of it; kind of like a line-item veto.

If this is true, then this is the key to killing ObamaCare.

If this is true, then conservatives everywhere ought to let their REPRESENTATIVES in the House (I say REPRESENTATIVES because that's what they are; they are not our LEADERS; they are in the House to REPRESENT -- us -- citizens; not taxpayers, not slaves, not subjects, not stupid people, not special interests -- us -- citizens) know that we want no part of ObamaCare. DEFUND IT. That's their power, that's what they are there for, that's really their duty. DEFUND IT.

Earmarks are like a national sized petty cash fund. And you can get into a whole lot of mischief and improper fundings with that stuff.

The problem is that you also can’t realistically function on a day to day basis without it.

What are we supposed to do?

Damn right. The Republican Tea Party Congress has within it the power to defund, defang, defrock and starve the Beast!!

And Tea Party America will accept nothing less!!

No excuses!!

No compromise!!

Repeal ObamaCommieCare!! Don’t try to “fix” it. You can’t fix stupid, but YOU can vote it OUT!!

Do not raise the debt ceiling!!

Cut spending to the bone!!

Repeal all of Obama’s Marxist meddling into our free enterprise and financial systems!!

Starve and shutdown all of the unconstitutional czars and unconstitutional federal agencies, departments, programs, regulatory bodies!!

Get them OFF our backs, OUT of our faces and OUT of our LIVES!!

Cut government!!

Cut taxes!!

Set our people free and let them produce unhindered by unconstitutional overreaching government and watch the free economy soar!!

And if they refuse to do it, Tea Party America will FIRE them TOO!!

Rebellion is brewing!!

Across the board 30% cut in general operations funding of ALL gov agencies(excluding defense) & a bill to stop the usurping of any & ALL gov agencies that make regulation policies. No more laws by FIAT of unelected partisan hacks!

If you don’t know what the thousand of people at the Department of Energy do all day, doesn’t it seem prudent to find out before you ax them?

The problem is that not only have the Republicans stated they will cut the deficit, they have also promised to get the nation working again. While killing off government Departments may be laudable, in the short term throwing tens of thousands of people out of work right now is not very smart. In two years when unemployment is 14.5%, people will start saying that the Tea Party was all wrong.

This is what will be the final nail in the coffin of America as it was SUPPOSED TO BE. Rather than asking what is best for the next generation and the next after that most of us are only interested in what is best for me for the next thirty minutes. We are GOING TO have major problems two years from now regardless of what is done but if we do the right thing we will have millions who will claim that things would have been great if only we had done the wrong thing. This may be the biggest “CATCH 22” in the history of man.

Oh, well, when you’re hot you’re hot...and when you’re not you’re not.

All earmarks that affect the entire nation should go. Let every bill stand on its own. Trade offs are inevitable, so If an elected official wants pork to get re-elected, then let him/her do their trade-off on local matters only with the other representatives we elected. In other words, the ear marks would involve only regions, not the entire country. That’s bad enough, but it’s scratch my back and I’ll scratch yours. It’s always existed. But earmarks on bills affecting the entire country is what got us Obama Death Care, etc.

In fact, though, it gives more visibility to where our money is actually being spent rather than just giving a pile of money to bureaucrats who then spend it with little visibility.

Of course, they could also just trim the budget by the earmark amounts and not spend that money at all, but that isn't how DC functions. And that is the core problem.
