I am unaware of a crime of “refusal to submit to federal authority”. A google search of that phrase turns up only this thread.

They can arrest for probable cause, and a refusal of a search can trigger probable cause in some cases (like a refusal to submit to a breathalyzer, for instance). But, it seems to me they’d need something besides simple refusal to trigger probable cause, and thus allow an arrest.

“He said refusal to submit to federal authority.”

He was probably a recent high school grad (or dropout) who learned the glory of communism from his teachers. He’s just trying to make the dream into a reality.
