When former Frederick County Sheriff Robert C. Snyder applied for a right-to-carry gun permit several years ago, he had every reason to believe it would be granted.
The former lawman had served for 24 years on the Maryland State Police and was sheriff for eight years.
"I wanted a revolver to carry in my car," Snyder recalled. "I wanted one for protection if we were traveling."
Imagine his surprise at learning that the Maryland State Police denied his permit application. Snyder said he was told a permit would be granted only if his life were threatened and he had documentation to prove it.
Ultimately he was awarded the permit thanks to an effort by Frederick County Delegation Chairman Paul Stull, but Snyder said the experience made him wonder if he -- a former sheriff -- had so much trouble, how would the average person fare?
That incident is one reason Snyder supports a legislative proposal that would give the current Frederick County sheriff the responsibility to issue right-to-carry permits, rather than Maryland State Police.
"(Sheriff Chuck Jenkins) knows the people here and he knows the bad elements that would be trying to get a gun moreso than someone in Baltimore or Pikesville," Snyder said. "I think it's good and I support him totally."

It just transfers MD’s corrupt and abusive discretionary permitting system to the local level. There’s no real reform unless its “shall issue” - which means law enforcement MUST grant you a permit unless they can show why you shouldn’t have one.

There are over a million applicants for deer hunting permits per year alone.

Why in the world should Maryland State Police have the authority for this? In this specific case, how many bad guys did he lock up during all those years of law enforcement? Cops may forget the people they arrest, but the people always remember the cop who arrested them. Sounds to me like MSP simply has a NO stamp to any paperwork that crosses their desks. IMHO

Most Marylanders don’t have to worry about being surprised, we know when we apply that we are wasting our time.

Some U.N. bureaucrat has the same idea: scoped rifles in standard calibers are “medium range sniper weapons” and should be banned.
And we thought all the Bradys wanted to ban were handguns.

Not a moment too soon. I'm movng back in a year or so (God help me) to take care of aging family members. I'm bringing a whole busload of guns and ammo with me, too. The majority of them are proabably illegal in MD, but I don't much care.
What I hear from the state just north, you will not be alone.
I still prefer it to MSP, which would apparently rather see us at the mercy of predators outside our homes, rather than having us defend ourselves.
