“Transactional quality” is just liberal gibberish to make them sound intelligent. “Sound” is the operative word here.

It means the transaction isn't going as Chrisy expected. Chilling is the key word. It could either mean it is a very cold brush off of an old ally or it could mean he didn't expect Obama to side with the Muslim Brotherhood or both.
The key word "Chilling" most likely means Chrisy sees himself in Mubarak's shoes soon.

“Transaction” seems to be psycho-speak that’s usually used for an implicit communication between people (like body language or sarcasm). Transactional analysis been used by psychiatrists like Eric Berne when observing people play games with one another in Group Therapy sessions.
