“Transactional quality” is just liberal gibberish to make them sound intelligent. “Sound” is the operative word here.

What does that mean?

I believe it's meant to imply a sort of coldness on Obama’s part. My question is, Chris just now noticed? Or is it he's only now getting around to complaining about it?

It means the transaction isn't going as Chrisy expected. Chilling is the key word. It could either mean it is a very cold brush off of an old ally or it could mean he didn't expect Obama to side with the Muslim Brotherhood or both.

The key word "Chilling" most likely means Chrisy sees himself in Mubarak's shoes soon.

It means Obama is a cold fish, while Tip O’Neil trained Matthews to be a simpering, whiny bucket of emotion to cover up the liberal’s lack of intelligence and common sense.

Definition: The over manifestations of social intercourse are called “transactions.”

“Transaction” seems to be psycho-speak that’s usually used for an implicit communication between people (like body language or sarcasm). Transactional analysis been used by psychiatrists like Eric Berne when observing people play games with one another in Group Therapy sessions.

In the political world when the teleprompter tells Obama to say “change we can believe in”, Chrissy gets a “thrill up his leg” as he witnesses of the dawning of a new era. Here, Obama’s visionary posturing transacts a secure feeling to Chrissy, and Chrissy’s squeals of delight complete the transaction by reassuring the benevolent authority figure that his dependents are secure in his bosom.

But then there are dangerous moments the stern Obama may may appear. Mubarak is informed that Obama is watching closey. Obama personally warns the farmers not to overcharge for their crops and decrees a “green” Egyptian economy must be undertaken. Chrissy is scared. The thrill up his leg is replaced by a “chill” that shrinks his scrotal sack and causes him to shriek in a soprano voice “there is a transactional quality to the guy that is chilling”. Chrissy’s predicament is not lost upon Barry, who then decides to perform a series of lectures in Cairo Polytech on Medieval Arab Medicine.

“The transactional leader works through creating clear structures whereby it is clear what is required of their subordinates, and the rewards that they get for following orders. Punishments are not always mentioned, but they are also well-understood and formal systems of discipline are usually in place.

The early stage of Transactional Leadership is in negotiating the contract whereby the subordinate is given a salary and other benefits, and the company (and by implication the subordinate’s manager) gets authority over the subordinate.

When the Transactional Leader allocates work to a subordinate, they are considered to be fully responsible for it, whether or not they have the resources or capability to carry it out. When things go wrong, then the subordinate is considered to be personally at fault, and is punished for their failure (just as they are rewarded for succeeding).

The transactional leader often uses management by exception, working on the principle that if something is operating to defined (and hence expected) performance then it does not need attention. Transactional, as in, with no feeling. All business. LIke making a transaction at an ATM. Or with a drug dealer. Or a prostitute.
