Fake Doctors’ Notes Being Handed Out at Wisconsin Gov. Union Rally

[Madison, WI] As tens of thousands of public employees skipped work this week to attend protest rallies outside the Wisconsin State Capitol, many wondered if they would face any disciplinary action for unexcused absences.

On Saturday, a group of men and women in lab coats purporting to be doctors were handing out medical excuse notes, without examining the ‘patients.’

“I asked this doctor what he was doing and he told me they were handing out excuses to people who were feeling sick due to emotional, mental or financial distress,” said Christian Hartsock. “They never performed an exam–he asked me how I was feeling today and I said I’m from California and I’m not used to the cold, so he handed me a note.”

Another woman, who wished to remain anonymous, said they were handing out excuses like they were leaflets.

“I asked if they were handing out doctors’ excuses and a guy said yes and asked me if I needed one,” she said. “When I told them I needed one for February 16 and 17th, he wondered if I wanted to come back here for the protests next week.”

What happened next?

“I said, ‘sure,’ and I received a doctor’s note for the 16th through the 25th of February, without a medical exam.”

Based on an examination of the signature and medical license number provided, one of the men handing out these notes was purporting to be James H Shropshire MD, a Clinical Associate Professor at the University Wisconsin Madison.

At this time, MacIver News Service is attempting to contact Dr. Shropshire to see if indeed he was the one handing out the notes on the Capitol Square.

If this stands, the Wisconsin Board of Medicine is a JOKE.

How can it stand? The signs don't say "Doctor station" or "Medical Station" or First Aid Station" The ones I've seen say, "Need a Note. I'm a Doctor". That certainly appears to actively promote fraud, not to mention the idiot doctors who were stupid enough to say they were treating patients who were sick of Scott Walker

Agreed. I can’t tell you how many levels of livid I’m feeling about this. Unbelievable that both teachers and doctors would feel that this is justifiable or acceptable behavior. Somebody has to care enough about such blatant fraud to put a stop to it. Worse than doing it has to be allowing it to happen.

All three of the doctors we have seen so far have been affiliated with the University of Wisconsin in some type of ‘teaching’ position.

I’m sending another email to the governor’s office. This needs to be investigated and people need to go to jail. At minimum, all involved should lose their jobs and any license that accompanies their profession, be it medical of scholastic.

Hope someone can get a lot of these names so their conservative patients can drop these scumball doctors.

Now if we can ID the “patients” at rallies, then we’ve got double fraud.

I don’t even know of any teachers or doctors who would participate in something like this (of either party). They seem to think any behavior is acceptable!

And don’t forget...this is ALL ‘for the children’!

The State of Wisconsin, Department of Regulation and Licensing is the state agency responsible for credentialing and regulating various professions in the State of Wisconsin. Regulation of the professions is accomplished through various licensing boards as well as directly by the department in some circumstances.

Within the Department, the Division of Enforcement acts as the prosecutorial arm for the agency’s boards and direct-licensed professions. DOE is staffed with investigative and legal expertise to manage the complaints promptly and appropriately. If a complaint is made that a credential holder is in violation of a relevant condition or rule related to a profession, it is the Division’s responsibility to investigate, and if necessary, prosecute an action (discipline) against the credential holder. There are four stages in the complaint handling process: Intake (screening) Stage, Investigation Stage, Legal Action Stage and Hearing Stage. The purpose of this discipline is for the protection of the public, for the rehabilitation of the credential holder, and for deterrence. Disciplinary action is then monitored for compliance by the Division of Enforcement.

The links below provide access to a form that should be used for filing a complaint as well as a diagram that describes the department’s case handling process. Individuals filing a complaint should recognize that the department’s case handling process, by necessity, often takes in excess of a year to reach a conclusion. This span of time is required to screen, investigate, and if appropriate, prosecute the approximately 2,500 complaints the department receives each year.

There are other alternatives that a consumer may wish to consider if the consumer has a complaint about a credential holder. In some circumstances, the department may not have the authority to investigate a particular complaint, and the consumer will need to consider other options that may be available. At other times, consumers may simply feel that another alternative is in their own best interest. These alternatives are briefly described below. This information is provided so that the consumer may make an informed decision about how to proceed in each individual case. Any complaint falling within the jurisdiction of another agency will be referred to that agency for further action.

I sent pics of the fakes to a local news site about 45 minutes ago.

Then, I sent another email to them that read, "Too late. Another news organization is reporting it now."
