Katrina is a perfect example, but so is WalMart when the stores open for Christmas sales on Thanksgiving night, or at the crack of dawn the following day WalMart could GIVE AWAY the same things in Japan, and you’d still hvae order. In that sense (as well as several others) their everyday culture is far superior to ours, regrettably.

I talked to some guys about that recently and they said it is taught from an early age that it is alright to rob or loot if you are in need.
I thought about it and Abraham Lincoln issued the Emancipation Proclamation in the 1860’s. We have been paying reparations in the form of welfare, food stamps, free healthcare for decades. My point is that mentality is why NO behaved as they did. They were waiting on the government to help them rather than doing something for themselves.

Families in outer suburbs that had water and electricity paired up with families from the city so they could come out and shower, do laundry, etc. College students by the thousands helped people shovel and carry the "sludge" that rose up through the ground and covered wide areas. Contrast that with the college students in Wisconsin....sigh....
The other related huge difference is that the Japanese are a homogenous society. Everyone looks like everyone else, many are related through long lines. Personal honor is a big deal over there. Not being a burden on others is a big deal, appearing weak, etc.
We don’t have a homogenous society, we have a balkanized society with government approving of different and lower expectations from certain minority groups. People here think they have a right to take stuff from other people because they didn’t plan for themselves. Too many here believe they have a right to live off other peoples’ money, one way or another. WI protestors being a prime example of one of those types of people.
Most places in the country are pretty much doomed. The adults are corrupt, and you can’t teach the young to respect the adults because they are corrupt.
Japanese , in general , are not as honest as they once were . I ought to know , I have lived here since 1985 . Ask my wife about the time she forgot her purse on a rest area bench for a couple of minutes and it was long gone when she got back .
About 15 years ago the marching band from Tennessee State University (TSU), a traditionally black university, traveled to Japan. In Japan, it is not uncommon for store owners to put iPods, cellphones, and other expensive items on the sidewalk unattended in front of the store for pedestrians to view. The TSU students saw this as an open invitation to steal everything they could carry. It was so bad that the authorities stopped the entire planeload of band students and searched their persons and luggage, seizing nearly $100,000 in stolen merchandise.
Among many blacks, stealing is as natural as breathing.

Sure. And maybe among the folks who the reporter hangs out with, they all actually believe that explains the difference. But we all have snapshots in our heads of the chaos in New Orleans. We’re going to have snapshots of the order in Japan. There’s one obvious difference and it’s cultural—not national. Most viewers know that whether they say it or not.

I fear the number of missing is underestimated. The students we had from Japan each had grandparents living with their families. They take care of their loved ones until the end unlike America's propensity to put the aged in care centers or nursing homes.
The flooding in Nashville TN was a major disaster and all you saw was people helping people. They were not waiting for the government to do anything either.
(2) Even before Tokugawa (1603 - 1868) the Japanese government(s) had a policy that there were no ethnic differences in Japan among the Japanese. That's still the official policy.
(3) There continue to be class differences ~ and although all the noble titles were abolished (except within the top end of the royal family) you can still find out who is who ~ although the face will usually clue you in if you know what you are looking at.
As a practical matter the entire nation has tried to adopt the latest and greatest in political structure so that they can be highly productive and respected.
The society has two modes ~ peace and war.
American society has one mode where both peace and war are pursued simultaneously.
Finally, you sir or madam have asked the correct question. The bathetic crowds seen on TV were the left behinds that had neither the sense or resources to self evacuate. All of NOLA’s ‘black leadership’ had done what the overwhelming majority of the citizenry had done. They got in their cars and drove off a day or two before the storm arrived. Nobody thought the city was going to flood to the degree it did. The multiple failure of the floodwalls and the Industrial Canal/IntercoastalWaterway levees stunned everyone. The dysfunctional mayor Ray Nagin and the even more incompetent crew at city hall didn't even have a real evacuation plan. so there was no structure in place to even provide for the evacuation of those who couldn't leave on their own nickel. The people who ran the school bus operation for Orleans Parish Public School District had left town and the gates were left locked at the bus pound.
AMTRAK railed all their coaches out of town and notified NOLA City Hall they were doing so and would let the city load the train (a long one 22 cars) at the rail and bus station in downtown. The city never responded and the train pulled out with a handful of AMTRAK employees on board.
When all the’black leadership’ and ‘civil rights leaders’ turned on the TV in Baton Rouge or Atlanta or where ever they had gone to and saw what was happening they made haste to get in front of a microphone to shout ‘Bush did it’ ‘Racists whites are to blame’ to deflect the heat from them. The failure of local and state government to plan for the worst case and the complete failure of leadership in the state and parish level made a disaster even worse. The governor was totally useless and never came to grips with the disaster, the national guard was(and still is) commanded by a complete buffoon who has now held his position under three governors, NOLA government simply collapsed. However much wealthier Jefferson Parish did little better as its Parish President a greasy toad named Aaron Broussard did what comes natural to him in a clinch, panic. He is now famed for conducting ‘Aarons Retreat’ in which he led a convoy of some 30 parish vehicles across the Causeway just before it was closed to hunker down in Franklinton the seat of Washington Parish. Among those taken on this journey with the pump operators . Much of NOLA would flood if lift pumps didn't keep pumping water out. The pump operators shut the pumps down and left on Aaron's command. The pumps have elevated back up diesel power units in concrete buildings. The structures weathered the storm. About 30% of the very large unincorporated municipality of Metairie flooded.
What happened in NOLA was the result of incompetent, dysfunctional and sometimes just plain cowardly leadership. Interestingly the ‘underprivileged’ who dem pols emote so much for are those who took it on the chin being left essentially stranded in the city.
I recorded it, I couldn’t believe my ears, yet I wasn’t surprised either.
The family and friends of the 11 year old girl raped by 18 black men can testify to this unspoken truth...
From what I have seen, orientals, in general, are a very well-disciplined race of people. Respect elders, authority,
and are motivated and driven to succeed. Have I said enough?
