I have a question... why are they not rebelling in Syria against the government?

won't happen as Assad is not the autocratic ruler he's portrayed as in the West. Also, Syria is a very diverse country with 20% of the population Christian (divided between MAronites and Assyrians/Chaldeans (fleeing from Iraq) with minor numbers of Syrians Melkites, Syrian Orthodox, Latins, Greek Orthodox, Armenians etc.) and Druze (who are technically not Moslem -- more a syncretic mix of Islam, Christianity and Greek thought) and Allawis (like Assad -- these are not Moslems but Gnostics who pretend to be Moslem to survive in this land) and the Moslems are also divided between Sunni, Shia, Ismaili, etc).

Assad and his father clamped down HARD on the Islamists -- they kill them quickly and quietly.

Also, Syrians have better education and job opportunities compared to others. So they don't want to see their country descend to anarchy.

Finally -- they are not "arabs" in the sense of being Nejd Bedos, but these are a people with a 7000 year old culture and they know it.
