"The State of Hawaii doesn’t consider just a signature to be valid certification. The State of Hawaii requires the registrar’s signature AND a raised seal."

On that score, and this is probably nothing, I noticed the "certification" has a typo: "I CERTIFY THIS IS A TRUE COPY OR ABSTRACT OF TXE RECORD ON FILE IN THE HAWAII STATE DEPARTMENT OF HEALTH."

"THE" is mispelled as "TXE." Only truly odd thing I see so far. And again, probably nothing...

That can happen sometimes when you print a document from Adobe Illustrator to PDF if there's a conflict with the font used in a text box.
