Tough to say. The photo has layers, which it shouldn’t, but some are saying that some archiving software generates layers automatically to later facilitate turning parts of the image into text.
What we do appear to know, is somebody took a scan of Obama’s BC, printed it on Security paper, it then was given a seal, rescanned, and delivered as a digital file with the sael nearly invisible, with layers, which may or may not be significant to it’s digital history. Still don’t know why it couldn’t just be photocopied, or released as a highres image, or why a media personality couldn’t jsut be given access to the original.
Or more importantly, why it wasn’t released when Military members began asking for it.
I have no special knowledge of the chain of custody of that document, but all the image and PDF stuff looks like some staffer in the White House stuck a document in the scanner, hit "Scan to PDF" and got a file to post. The scanner or computer split the file into multiple images to be able to run optical character recognition on it.
If I had to bet one way or another I would say that it is a real document. Many of the doubts I have seen here on things like random heights of capital letters and haloing around text look like false leads in my opinion.
