What you are missing is that this number was already issued to someone else who is now dead. They are NEVER reissued to anyone else.

Given the geographical distance involved, why would Obama aged 17 use a mailing address in Connecticut when he was resident in Hawaii (the state where he first worked)?
Unless Obama is 111 years old, the SSN was first issued in 1977 to someone now deceased.
