I’m quite certain that those who will be let go are those with lousy evals or those that volunteer for early separation and can be afforded to be let go.

It happened when I was in back in the early 90s...there was plenty of chaff to be separated from the wheat, and even some critical ratings were allowed early outs if it was deemed in the best interest of the Navy.

Every command has their share of dumbs#!ts, that the Navy can get along just fine without.
