Time to Ax Public Programs That Don't Yield Results (Head Start says no less than Joe Klein!)
Time ^ | July 07, 2011 | Joe Klein

Posted on 07/10/2011 10:44:20 AM PDT by neverdem

Barack Obama has been accused of "class warfare" because he favors closing several tax loopholes — socialism for the wealthy — as part of the deficit-cutting process. This is a curious charge: class warfare seems to be a one-way street in American politics. Over the past 30 years, the superwealthy have waged far more effective warfare against the poor and the middle class, via their tools in Congress, than the other way around. How else can one explain the fact that the oil companies, despite elephantine profits, are still subsidized by the federal government? How else can one explain the fact that hedge-fund managers pay lower tax rates than their file clerks? Or that farm subsidies originally meant for family farmers go to huge corporations that hardly need the help?

Actually, there is an additional explanation. Conservatives, like liberals, routinely take advantage of a structural flaw in the modern welfare state: there is no creative destruction when it comes to government programs. Both "liberal" and "conservative" subsidies linger in perpetuity, sometimes metastasizing into embarrassing giveaways. Even the best-intentioned programs are allowed to languish in waste and incompetence. Take, for example, the famed early-education program called Head Start. (See more about the Head Start reform process.)

The idea is, as Newt Gingrich might say, simple liberal social engineering. You take the million or so poorest...

--snip--

According to the Head Start Impact Study, which was quite comprehensive, the positive effects of the program were minimal and vanished by the end of first grade.

--snip--

Both are wrong: in these straitened times, we need world-class education programs, from infancy on up. But we can no longer afford to be sloppy about dispensing cash — whether it's subsidies for oil companies or Head Start — to programs that do not produce a return.

I can't believe I agree with Joe Klein. End Head Start and all subsidies! A tax code that requires armies of lawyers & accountants is simply wasteful.

How’s about Medicare Part D? There is sure a heck no “return” on that turkey.

I have an even better idea: Let’s abolish the entire Dept. of Education as a “significant” first step in getting the deficit under control.

If we got rid of all the gub mint programs that are worthless or worse then our national debt would disappear in NO time.
I figure about 66 percent of gub mint fits in that catagory.
Come on, I mean the Bureau of Indian Affairs? How many billions on this waste alone???
Dept of State? An unAmerican worthless pit. Get the hell rid of it.
Dept of Education? We all know this is nothing but a waste and a joke.
I can go on forever with this list.
Dept of Commerce? How much waste adn for what?
And don’t even get me started on ALL the welfare programs that steal my families money.
Etc etc etc.

Head start began as a one/half day a week program for pre-kindergarteners. Its' primary purpose was social. A parent had to come with the child.

The program expanded into a full time baby sitting program.

Stop feeding the kids at school. Let them learn to pour milk on cereal or maybe even cook an egg before they lave home.

And make your own damn sandwich. Why are we making schools a FREE restaurant!!

.

I’ts time to axe THIS kind of sh*t:

.

BILLIONS FOR JIHAD!
Obama’s 2009 Supplemental Appropriations for Iraq, Afghanistan, Pakistan, and Pandemic Flu was revised and “passed by the full committee.”
It gives billions http://creepingsharia.wordpress.com/2009/05/13/obamas-supplemental-bill-passes-gives-billions-to-enemies/
of U.S. taxpayer dollars to countries and entities that support Sharia law and/or harbor, hide and support those who want to destroy the U.S. and our allies.
Read the summary from David Obey’s office that was quietly released last week with nary a word from any media.

• $3.6 billion, matching the request, to expand and improve capabilities of the Afghan security forces

• $400 million, as requested, to build the counterinsurgency capabilities of the Pakistani security forces

• Afghanistan: $1.52 billion, $86 million above the request

• West Bank and Gaza: $665 million in bilateral economic, humanitarian, and security assistance for the West Bank and Gaza

• Jordan: $250 million, $250 million above the request, including $100 million for economic and $150 million for security assistance

• Egypt: $360 million, $310 million above the request, including $50 million for economic assistance, $50 million for border security, and $260 million for security assistance

• Pakistan: $1.9 billion, $591 million above the request

• Iraq: $968 million, $336 million above the request

• Oversight: $20 million, $13 million above the request, to expand oversight capacity of the State Department, USAID, and the Special Inspector General for Afghanistan to review programs in Afghanistan, Pakistan and Iraq
• Lebanon: $74 million

• International Food Assistance: $500 million, $200 million above the request, for PL 480 international food assistance to alleviate suffering during the global economic crisis

• Refugee Assistance: $343 million, $50 million above the request, …including humanitarian assistance for Gaza. Funding for the UN Relief and Works Agency programs in the West Bank and Gaza is limited to $119 million (Note: Gaza = Hamas)

• Disaster Assistance: $200 million to avert famines and provide life-saving assistance during natural disasters and for internally displaced people around the world, including Somalia, Zimbabwe, Ethiopia, the Middle East and South Asia

•Peacekeeping: $837 million for United Nations
peacekeeping operations, including an expanded mission in the Democratic Republic of the Congo and a new mission in Chad and the Central African Republic

• Department of Justice: $17 million, matching the request, for counter-terrorism activities and to provide training and assistance for the Iraqi criminal justice system
The mainstream media remains silent on this but the International News has now picked up the story http://www.thenews.com.pk/top_story_detail.asp?Id=22164
— and then there is Obama’s $108 billion IMF bailout scheme http://michellemalkin.com/2009/05/13/obamas-100-billion-imf-bailout-scheme/
in addition to the Supplemental.
And THIS is what Obama is doing to American taxpayers:
THE BIGGEST TAX HIKE IN AMERICAN HISTORY:

Obama gives your tax dollars to rebuild Muslim mosques around the world
http://canadafreepress.com/index.php/article/26990#

ACCORDING TO THE ASSOCIATED PRESS, THE OBAMA ADMINISTRATION WILL GIVE AWAY NEARLY $6 MILLION OF AMERICAN TAX DOLLARS TO RESTORE 63 HISTORIC AND CULTURAL SITES, INCLUDING ISLAMIC MOSQUES AND MINARETS, IN 55 NATIONS. See the State Department document here.

This has been known for decades but the ‘RATs insisted on the continuation and expansion of the worthless HEADSTART program. Why does noone ever blame them?

The original stated purpose of Head Start was to provide some mentally enriching experience to aid cognitive development for black preschoolers. We have known since the first five year program evaluation, by Stanford Research Institute back in the 1970s, that it doesn't do that.

They kept it going anyway because the unstated real purpose of Head Start was to give jobs as "aides" to unskilled welfare mothers who had no skills and couldn't earn a living any other way. Head Start was actually a jobs program from the beginning, not an education program, and nothing has changed ever since.

Joe Klein is one of the most clueless commentators on the scene today. Even a blind squirrel ocassionally finds an acorn. Or stumbles on the elephant in the living room. Notice, though, that Joe qualifies, or rather destroys, his own insight by claiming that in these straitened times, we need world-class education programs, from infancy on up. . This is *not* an assault on Head Start. Read it again. It is a last ditch defense of Head Start. He proposes taking it away from HHS and moving it to the Department of Education. Wow! Then we can rename it Smart Toddlers. All it is is rebranding the same old tired socialist failure. Only this time it will be better! Because we assigned it to the right bureaucracy!

I maintain my original insight: Joe Klein is clueless.

Not Joe but Joel Klein, former head of education for New York City. I’ve seen him speak twice lately (at ASU and at Stanford), and he knows his stuff, especially that the fundamental problem with education is government bureaucracy. He’s a great supporter of charter schools and educational technology.

Another amazing advocate for big changes in education is Newark mayor Cory Booker. If you ever get a chance to see him speak, don’t miss it. He is an up-and-coming Democrat who understands that government is the problem, not the solution.

There are times when I wish you could take back a really stupid post. Yes, it was Joe Klein, not Joel Klein. Joel Klein actually has common sense.

New rule for me: never post before noon on Sunday.

Hey, I have a few additional ideas for consideration......

In addition to axing public programs, how about axing 10% of “ALL” Federal Government Jobs... This would be great start.... and another 10% next year.

PS Another great cut, where we could save, would be by abolishing the EPA.

And let’s do something else....

“START IMPEACHMENT PROCEEDINGS FOR OBAMA”

Would it not be far easyier to cut all programs say over 20 years old and then just reinstate the ones needed? This gives every politian an out and gets the job done.

Who’s going to determine which ones are needed and which are not?

Farm subsidies are obscene, Headstart is a waste of money. Anything with the name “green” or “carbon” in it is a scam. Add in anything with the name “community” or any variation of the word “investment”, which are merely direct subsidies to the Democratic National Committee and little else.

Close down the Home Security Department, cut the State Department budget by 70%.

I’m just getting warmed up.

Get rid of air conditioned barracks, at least for basic training. I cannot believe that soldiers take basic in air-friggin’-conditioned barracks.

That would be each and every one of them. The Constitution doesn’t allow for Congress to tax one group to give that money to another.
