This bill would place caps on spending that would require a future congress to pass a law to remove it. Possible, but much more difficult.

That's easy to do. Dems could do that in any future budget bill. The Pubes will protest. We'll run up against a possible government shutdown. One side will fold. Guess which side that will be? Spending caps gone....
