However, I do NOT believe the answer is for government agents to mow people down. This is not something that can be solved with a Dr Laura answer.......e.g. “Mow them down”.
You have to think about reestablishing peace.......have you ever been in the military? You know there are Civil Affairs units that study how to get things running again after an issue?
You don’t just mow them down. Then what? Body bags, funerals, spreading of the problem, more people upset and turning to lawlessness. There actually are more useful ways to analyze the countermeasures that could be implemented to restore order.

That is true to a point . Riots are not a orderly society, the rights of ALL citizens are to be protected. How is not suppressing the riot protecting the rights of the ordinary peaceable citizen.
Answer : It doesn’t! The chaos of the riots feeds of the lack of vigorous response & increases as we have seen after 3 days the chaos has spread to other cities in England. Civilization is a very thin veneer poured over the mass of humanity & it is kept their by force not overbearing force but force of law as applied by the police & the courts that administer law.
