It's Time to Call and Write - CRPA Needs Your Help on These Bills!
The following six bills are pending in the Assembly and Senate and some may reach the Governor's desk for his signature or veto. Please call, write, and/or email your legislators to urge a NO VOTE on these bills and ask the Governor to VETO any of these bills that reach his desk. State capitol contact information is included below.
These bills present a serious threat to firearms owners, shooters, and sportsmen. Don't delay! Take action now and make your voice heard at the state capitol! Don't let anti-gun legislation disassemble your firearms rights piece by piece!
AB 144 - Ban on Open Carry of Unloaded Handguns
(CRPA Position: Oppose) URGE A NO VOTE ON AB 144
AB 144 authored by Assembly Member Portantino is a remake of last year's AB 1934. AB 1934 was introduced by Assembly Member Saldana and to the relief of firearms owners was defeated on the last night of the legislative session. AB 144 would again prohibit the open carry of an unloaded handgun in most public places. Just like last year, this bill concerns gun owners and sportsmen. It leaves no option for self-protection especially in counties where it is impossible to obtain a license to carry a concealed handgun.
The bill does not take into account public and private lands used by the public for outdoor recreation purposes. Hunters, fishermen, hikers, campers, and others would not be able to openly carry a handgun while recreating on vast tracts of public land and would be at risk in remote areas with no means to protect themselves. Many remote areas do not have cell phone coverage making it impossible to call for law enforcement help. Even if a person were able to call for help, the time for law enforcement to respond would be too long to be of any assistance. People need the option to carry a handgun for self-defense, and AB 144 takes all options away.
AB 809 - Rifle and Shotgun Registration
(CRPA Position: Oppose) URGE A NO VOTE ON AB 809
AB 809 was reintroduced this year by Assembly Member Feuer in an attempt to require registration of all newly acquired rifles and shotguns, similar to the required registration of handguns. This is another form of AB 1810 which you may recall was defeated last year. The $400K estimated cost to implement rifle and shotgun registration is far less than the real cost. A good example is Canada. With a population less than California, Canada has spent billions on long gun registration and is now considering throwing the registration system out because there have been no demonstrated benefits to law enforcement.
SB 124 - Expansion of Handgun Ammunition Definition
(CRPA Position: Oppose) URGE A NO VOTE ON SB 124
SB 124, introduced by Senator de Leon, would expand the definition of handgun ammunition to include most rifle cartridges, require registration of ammunition purchases, and would halt mail order sales of ammunition. Besides the registration and mail order issues with this bill, a major concern with this legislation is that it could reclassify non-lead ammunition as "armor piercing" ammunition. It is currently a felony to possess armor piercing ammunition. Currently, non-lead ammunition is required when hunting in the California condor zone. If this bill were to pass it would halt hunting in the condor zone.
SB 427 - Ammunition Registration
(CRPA Position: Oppose) URGE A NO VOTE ON SB 427
SB 427 would require registration of all handgun and rifle ammunition and would stop online and mail order purchase of ammunition for delivery to your home or business. For example, you would no longer be able to purchase ammunition online or by mail from Midsouth or BassPro Shops for delivery to your home or business. It also requires vendors to obtain a local license to sell ammunition. The bill has been amended to include ammunition by caliber, including .22 rimfire.
SB 798 - BB and Pellet Gun Coloration
(CRPA Position: Oppose) URGE A NO VOTE ON SB 798
SB 798 is an unnecessary law since federal law already regulates BB and pellet guns and supersedes state law. As originally written, SB 798 would have required that the entire exterior surface of BB and pellet guns be manufactured in bright colors as are toy guns (i.e., white, bright orange, bright red, bright green, bright blue, bright yellow, bright pink, or bright purple). In an effort to sidestep federal law, SB 798 has been amended and now proposes to delegate the authority to cities and counties to pass ordinances regulating the sale and possession of BB guns and pellet guns.
SB 819 - Redirection of Dealer Record of Sales Fee
(DROS) (CRPA Position: Oppose) URGE A NO VOTE ON SB 819
SB 819 would allow the state Department of Justice (DOJ) to raid the DROS and take "excess" money to pay for local enforcement of laws related to firearms possession. The primary purpose of the DROS fee paid by every firearms purchaser is to fund the purchaser background checks performed by the Department of Justice. DROS fund fees are a fee for service and should be used for their intended purpose: background checks. The concern is that the DROS fund will be depleted and soon require an increased DROS fee for all firearms purchasers.

Californians are already virtually disarmed by its many unconstitutional gun restrictions. If the legislature passes these bills, and they're signed by Jerry Brown, the disarmament of the people will be nearly complete.

This is the infamous disarmament two step:
1) Register weapons
[Start small and expand it to encompass all weapons all the while claiming that you respect gun rights and its not a prelude to confiscation.]
2) Confiscate said weapons.
They’re just hoping that more legal Californians will move to AZ, and TX.
I was in BiH when the UN/SFOR had their amnesty to "rid the evil in Civilian Homes".
The PR campaign worked well. I was saying "Are you f***ing Crazy?" to my friends there, but they turned in their weapons..It is one of the most troubling memories of my life.
I have no doubt it will be coming here.

I find this quite confusing. Does tis mean that if I'm way out in the boondocks, 20 miles from the nearest paved road, and carrying an unloaded handgun I'm breaking the law, but if I load it I'm OK?
All they have to do to get rid of them, which they have already done, is prohibit transfer of the various firearms in question. As the current owners die and are prohibited from transferring the firearms to their heirs, the guns they don’t like will be gone within one generation.

Most crime can be eliminated by simply posting signs on doors prohibiting anyone from carrying a firearm inside! At least some people seem to believe that. The thinking is so muddled that any day now I expect to start seeing signs on the inside of doors prohibiting anyone from carrying a firearm outside!
Please don't dignify it by calling it "thinking".
