2 strokes are banned from highway use and have been for decades. In fact, most actual dirtbikes now are moving to four strokes more and more.

Uh, uh. Just re-licensed my Yamaha IT250 in Washington State; no restrictions on public road usage.

That may be the case for new bikes and CA, but I'm pretty sure in most cases, older 2 stroke street bikes are "grandfathered." I know that around here, there's one guy with a really sweet Yamaha RZ-350, a couple of Kawasaki H3s, and someone has what must be a grey market import (fraudulent papers for licensing) Suzuki RG-500 GP Replica Racer (parallel 4, I belive). And every now an then you can see a 2-strole DP bike too.
