its never been rising water.

As a lifetime Florida resident it is an always been the erosion of the beach from storms from waves washing out the sand.

Precisely. All along the East Coast - municipalities dredge the shoreline and pile the sand back to the board walks or property lines. If they didn’t use heavy equipment - that could result in ‘shovel ready’ jobs.

Compare 19th century maps to today - and there is no loss of land mass to the oceans.
