Does that mean a firm found guilty of civil securities fraud didn’t break the law? Breaking the law is a crime, civil or criminal. Election law gets prosecuted in civil court. Does that mean a congressman stealing campaign cash from his campaign didn’t commit a crime? Yes he committed a crime. But he’ll most likely face a fine. Sexual harassment is a crime, even if it’s handled in a federal civil court.
