This may be a radical concept, but how about raising the bar as for what is permissable for being accepted? Like, maybe better grades .... but, that's racist thinking.
I homeschool in the state of California.
CSU can drop dead.
My daughter is now 18 and is in another state. The university system here discourages dual credit for high schoolers. They can stuff their snotty noses up the #*%#$* of those who remain uninformed. They don’t want well educated ambitious students, well, they won’t get mine, that is for sure.
“San Jose State student Marisela Chavez, 21, said that her father, a gardener and landscaper in Napa, took on extra jobs to pay for her tuition. She is the first member of her family to attend college”
Here, folks, is the reason the system is broken and bankrupt. Anchor babies.
Wouldn't rising enrollment lead to lower tuition, not higher tuition? Normally, businesses gain economies of scale as they get larger. If you had a college with 3,000 freshman, and enrollment jumped to 4,000 freshman, wouldn't that make it cheaper, not more expensive to operate on a per student basis? You wouldn't need to pay the President of the University 33% more. You could clearly stuff more kids into lecture halls. Yeah, you'd have to add some sections, but you'd be getting 33% more revenue. (I am just using these numbers as examples, they aren't the actual figures).
A few businesses wouldn't gain much in economies of scale with more customers. Accountants, for instant. But they'd gain some. Almost every business gains efficiencies with more customers. Less overhead. For universities, there must be a lot of efficiencies to be gained, mainly though increased class sizes. Sheesh, this must be the only industry where more customers is a problem.
Rising enrollment?
Why is that do you think?

Only a person from the California university system could keep a straight face while saying they needed to increase tuition because they have more students. Here’s an idea.....be more efficient in the use of your resources. Gadzooks! Heresy!
Of course they are raising tuition. Someone has to pay to support all the illegal aliens who are getting free educations courtesy of California’s DREAM Act.
Started at SJSU in 1977, then took a break for the US Army and returned in the fall of 83 and graduated in spring of 86. During that time the tuition was $97 a semester, plus books, etc.... My “G.I. Bill” pad me $305 a month. Plenty of beer month. That and work at a warehouse most days of the week, life was good....
