Homer warns us to be careful letting foreigners in the city. Rome let them in..they were called peregrines...perpetual inhabitants.

Caracalla gave them citizenship...Gibbons writes this action was the beginning of Rome’s fall.

One of Caracalla’s parents was a Roman citizen...the other was Syrian.
