As to why it took over a week for the Curley/Schultz meeting - it was spring break. The campus was completely shut down.

Administrators duties do not cease just because there is a break, especially when there is something this serious going on. I assume they must have cell phones?
And if they cannot be reached?
All the more reason to pick up the phone yourself and call the police.
