Just call the Union thugs whose jobs are threatned. they will take care of the problem, especially if there are no police around, and the power fails to the survalence cameras.

Soon an expanded Panama Canal will accommodate larger container ships and shippers will find it faster and cheaper to use Gulf and Atlantic ports. One more nail in the coffin of the California economy.
Humboldt harbor has a couple of large docks. Might be time for some shippers to consider alternatives.
Water cannon is a nice idea.

Just stop paying the longshoremen if the port doesn’t operate.
