"Never" is an impossibility, sir. In fact in a system the size of NHS there it's a statistical certainty that exactly such a thing will happen eventually.
Of course the Scot means “it ain’t policy.”
But I thought Scots were known for being frugal. In the long run, private is more frugal than government-run, for the same or better quality.
