It looks like it's a legal term for stamping a legal paper document with the date and time the document was signed/received/valid etc.

Since we are dealing with electronic documents, the Bates Stamp would have to be an embedded, digital time stamp.
Almost certainly the format that would be used would be the UNIX Epoch second/microsecond counting.

I’m quite certain that if a person is ocnvicted of a felony that they cannot be the President (a felony is a “high crime”). This would work to not only make Obama ineligible to have his name on the ballot or to be a candidate for the office, but also could be used to unseat him from office.
