If I remember correctly, this guy was one of Bo's henchmen, a local police captain, who was afraid of the central government after it came out that Bo was a corrupt crook, his wife had murdered that British businessman, and Bo's son was living the high life in England.
Not granting this guy asylum might have been a good move.
