Being a former firefighter, and having exposure to toxic chemicals while fighting a fire, which sent me to the hospital for treatment, this info is indeed most critcal and vital for firefighters to know about.

That’s an old refrigeration chemical. Freon didn’t push it out of use permanently?

[ wonder what they were doing with all that ammonia ]

It is used to help refrigerate things. Any gas with a low vapor pressure is useful for that, for industrial uses using freon is WAAAY to cost prohibitive and if they have a leak, no big deal the air is 70% Nitrogen anyways which is what it will beak down into.

Ammonia systems are used for lower temps. ~ -78.

Freon came on the scene because a leak WAS a big deal with ammonia. Not for mother nature, but for personnel. Choke them quickly to death, which Freon won’t (and neither will propane, though the latter is flammable).

The forms were not filed for 2006-2009, but what about 2010-2011? If they are in compliance now, I think that is what’s important. Fining them does nothing to protect the 2006 FireFighters.

I fully appreciate your sentiments. But is it proper labeling on the containers we are talking about or files in a file cabinet in an office? If the company was not properly labeling the containers and putting firefighters (and employees) at risk, they got what they deserve. I don't know about the EPA, but 80 percent of OSHA fines are paperwork-only violations, because a file was not in a cabinet.

The EPA is the political police and beholden only to the agenda of their political appointers.

They have been illegally granted police authority to socially engineer businesses to the socialist agenda.

Any former residents of the Soviet Union or other authoritarian dictatorships, would recognize what this organization is, and why it was formed.
